 이탈리아의 TV스타.... 혹시 이명박?

"그는 성공한 기업가 출신이다. 하지만 기업을 잘 이끌면 나라도 잘 이끌 수 있다며 정치에 입문했다. 이후 대선에 출마한 그는 '경제 살리기'라는 모토를 기반으로 유권자를 공략했고, 전 정권에 대한 대중들의 불만을 등에 업고 손쉽게 대통령에 당선될 수 있었다. 그러나 정권을 얻은 뒤 그는 비판적인 언론인을 해직시키는 등 강압적 언론 통제 정책으로 대내외의 비판에 직면하게 된다."
지난 8월 17일 방송된 <KBS 스폐셜>에서 다룬 한 인물의 전적이다. 여기까지 읽었을 때, 당신의 머릿속에는 누가 떠오르는가. 혹시 요즘 라디오 방송을 시작하신 '그 분'을 떠올렸는가. 그렇다면, 당신은 오답이다. 항상 지레짐작이라는 건 '헷갈리는 선택지'가 있기 마련이기에….
사실 윗글의 경우는 매우 유사한 선택지가 두 개 있다. 그리고 그 중 하나는 당신이 생각한 그 분, 한국의 '라디오스타' 이명박 대통령이다. 하지만 본 방송에서 소개하는 사람은 이 대통령이 아니라, 그분과 '닮은꼴'인 이탈리아의 TV 스타 베를루스코니 총리다.
둘의 과거와 현재는 유사하다
MB가 서서히 언론에 대한 압박을 시작하던 무렵, 신문지상에서 'MB의 언론정책이 베를루스코니의 그것과 비슷하다'는 보도를 한 번쯤 본 기억이 있다. 하지만 구체적으로 어떤 점이 유사한지 알 도리는 없어 아쉬움을 달래야 했다. 그런 와중에 이 프로그램을 봤다.
시사프로그램을 형식을 띠고 있기에 딱딱할 거라 예상했지만, 방송을 보기 시작한 지 몇 분 후, 내 입에서는 '피식' 헛웃음이 터지기 시작했다. 왜 갑자기 헛웃음이 터지기 시작한 걸까?
MB와 베를루스코니는 매우 많은 부분에서 닮아 았다. 둘의 공통점을 따지다 보면 '기가 찰' 정도라, 웃음을 참을 수가 없는 것이다. 정치인으로서 언론에 대한 태도뿐만 아니라, 유력 인사로 이름을 알리기 시작하여 정치 전면에 나서기까지의 모습조차 닮아 있다.
사실 이 프로그램에서는 두 사람을 직접적으로 비교하지는 않고, 베를루스코니에 대한 소개로 일관하고 있다. 하지만 베를루스코니의 전적 중 MB와 가장 유사한 성향을 포착하는 데 성공하고 있어, 시청자 입장에서는 사실상 둘을 비교하며 보는 재미를 느낄 수 있다.
MB와 베를루스코니, 두 사람은 우선 기업인으로 성공했다는 점이 유사하다. 그것도 건설 기업으로, '우연의 일치'가 기묘하다. 또 기업인으로서의 성공 이후 둘 다 정계로 행보를 이어가 대권까지 도전했는데, 대권 획득에 성공하는 과정 역시 기묘하도록 유사하다. 전 정권(그것도 둘 다 좌파)에 대한 국민들의 불만, 그리고 '경제 살리기'를 표방한 노선을 통해 정권을 획득한 것이다.
이런 점들을 볼 때면, 지구 반대편에 있는 상반된 두 나라가 이토록 비슷한 모습을 보인다는 점이 재밌기도 하다. 하지만 이후에 나타난 두 나라의 공통점들을 보면, 결코 웃어넘길 일이 아니다.
대언론 정책도 꼭 닮아 있어
대권 획득 이후 베를루스코니와 MB 둘 다 언론에 대한 강공 드라이브를 폈다. MB의 경우 그의 대언론 정책이 두각을 나타낸 건 <PD수첩>의 광우병 파동 당시였다. 하지면 이후부터 언론에 대한 압박은 점점 심해졌고, 이 방송이 나가고 있을 즈음은 KBS에 대한 장악 의도가 한창 노골화된 시기였다.
베를루스코니는 원래 '미디어세트'라는 이탈리아 제일의 상업방송을 소유하고 있었지만, 집권 이후에는 공영방송에 대한 장악 수순도 밟았다. 가장 결정적인 조치는 '가스파리 법'의 통과였다. '가스파리 법'이란 정부 측에서 임명하는 인물을 중심으로 이사회를 구성하도록 명문화한 법이다. 이때부터 그는 이탈리아 제일의 상업방송과 공영방송을 모두 자신의 휘하에 두게 된다. 사실상 언론계를 평정한 것이다.
공영방송을 장악한 뒤, 그 전까지 그의 눈엣가시가 되었던, 비판적인 언론인에 대한 해직조치는 예정된 수순이었을지도 모르겠다. 언론계의 비판에도 불구하고, 그는 자신에 대한 비판의 칼날을 높이던 언론인과 방송인들을 해고시켰다. 한국에서 현재 진행 중인 YTN 노조관계자의 해고 사태가 연상되는 순간이다. 사실 이 프로그램은 YTN 사태가 있기 전에 방영됐으니, 어찌 보면 '선견지명'을 드러냈다고도 말해야 할 것이다.
하지만 문제는 여기서 더 나간다. 언론에 대한 이런 강공 드라이브의 궁극적인 해악은 정부에 대한 언론의 비판적 자세를 무디게 했다. 본 프로그램의 제작자와 가진 인터뷰에서 이탈리아의 한 기자는, 베를루스코니 정권하 언론 모습을 '공포와 실어증'이라는 두 단어로 묘사하고 있다. 이는 그대로 한국에 적용된다. 최근 일련의 언론 통제 후 방송이 예전의 날카로움을 잃어버렸다는 아쉬움이 이곳 저곳에서 들리고 있는 것은 그 방증이다.
이탈리아를 통해 한국의 미래를 보다
MB와 베를루스코니, 둘의 공통점은 여기까지다. 다만 베를루스코니는 MB보다 훨씬 이전부터 집권을 계속해왔기에, 우리는 그의 언론장악 정책이 어떤 결과를 낳았는지 미리 살펴볼 수 있다. 그나마 우리에게는 다행이다.
이 프로그램이 살펴본 바에 따르면, 이탈리아의 결과는 비관적이다. 정부에 대해 장악당한 이탈리아 국영 RAI 방송국에는 새로운 보도지침이 내려지는데, 일명 '샌드위치 보도'다. 처음에는 정부의 주장, 다음에는 야당의 비판, 마지막엔 여당의 입장을 기재하는 보도 방식을 지칭하는 것인데, 일견 양측의 주장을 아우르는 것 같지만 분명 여당에 더 유리한 방식이다.
외형은 그럴싸 하지만, 분명 교묘한 언론통제가 이뤄지고 있는 RAI의 상황…. KBS와 YTN이 정부에 의해 장악된다면 이런 결과에서 예외일 수 있을까? 한숨이 나오는 이유다.
더 심각한 사례도 있다. 베를루스코니가 예전에 저지른 자신의 비리를 무마시키려는 목적으로 법조차 바꿔버린 것이다. 하지만 이젠 아무도 그를 견제하지 못한다. 이미 국회도 여당에 장악된 상태에서 언론마저 장악되니, 비판할 자는 아무도 남아있지 않다. 만약 국민들이 이런 그에게 분노해서 다음 선거로 그를 심판하고자 한다면 어떨까. 이탈리아에서는 이 역시 만만치 않다. 그가 장악한 언론이 선거전에서도 막대한 영향력을 행사할 것이기 때문이다.
물론 한국에서만큼은 이탈리아와 비슷한 결과가 발생해선 안 될 것이다. 하지만 MB역시 당선 전 BBK 사건과 관련해 골머리를 앓은 바 있고, 또, '조중동'이라는 메이저 언론에 공영방송까지 가세한 한국의 선거전도 상상해보자. 미래가 막연히 낙관적일 수만은 없다.
그렇다면 우리는 어떻게 해야 하는가
방송의 말미에 한 이탈리아 지식인은 베를루스코니의 언론정책을 두고, "회복하려면 한 세대가 걸릴 정도로 민주주의에 흠집을 냈다"고 평했다. 견제할 세력이 남아 있지 않은 정권의 탄생은 민주주의에 있어 막대한 위협이 된다는 것이다.
어쩌면 그의 말은 이 프로그램이 우리에게 던지는 엄중한 경고일 지 모른다. 만약 이탈리아와 같은 전철을 우리도 밟게 된다면, 이제껏 힘겹게 쌓아온 민주주의가 치명적인 상처를 입을 수 있다. 그런 결과를 맞이하지 않도록, 우리는 지금이라도 언론의 현실에 눈을 뜨고, 정부의 과욕을 견제하며, 방송의 비판적 역할을 지키고자 하는 제작진의 노력에 힘을 실어줘야 할 일이다.
베를루스코니 아래 이탈리아 민주주의의 비극. 그것은 이탈리아엔 이미 과거지만, 한국에게는 아직 진행형이다. 그리고 이 방송은 우리의 '미래'가 될지도 모르는 이탈리아의 과오를 시청자 앞에 분명히 드러내고 있다. 이제 우리가 해야 할 일은, 그들과 '동일한 과오'를 저지르지 않도록, 그들을 우리의 '타산지석'으로 삼는 길뿐이다. 너무도 중요한 시점에 적시 적절한 프로그램을 만들어 준 제작진에게 감사를 표한다.
