 드라마에 투자한 지방자치단체들이 고민에 빠졌다. 공전의 히트를 기록한 드라마 '겨울연가' 촬영지였던 '남이섬'이 한류스타 배용준과 최지우의 흔적을 찾으려는 한중일 팬들이 다녀가며 연간 50만 명의 관광객을 모으는 인기 관광지가 되면서 각 지자체들은 드라마에 본격적으로 눈길을 주기 시작했다.
이에 지자체들은 '제 2의 겨울연가' 특수를 누리고자 앞다퉈 드라마의 제작비를 지원하는 일에 뛰어들었고, 대형 건축물이 필요한 제작사와 지역자원을 활용하려는 지자체의 이해(利害)가 맞물리며 전국에 세트장이 난립하기도 했다.
하지만 '제 2의 겨울연가'가 쉽게 나오지는 않았다.
제작비만 400억원이 투입된 것으로 알려진 SBS의 A드라마의 경우 120억원이 지자체의 예산으로 꾸려졌다.
이 당시 B시와 C시는 관광지에 세트장을 건립하며 관광객을 끌어모으겠다며 뭉칫돈을 꺼내놨지만 A드라마의 저조한 성적표와 함께 청사진도 빛이 바래게 됐다.
또, 최근엔 스포츠를 소재로 한 D드라마와 E드라마를 제작지원한 F시의 경우 시의 홍보와 함께 이미지 변신을 꾀하고자 드라마에 거액을 투자했다. 하지만 F시는 이미지 변신은 커녕 원성만 듣고 있어 '본전도 못 뽑고' 속앓이 중이다.
D드라마에 3억원에 이르는 지자체 예산을 쏟은 F시는 제작발표회 현장과 함께 드라마의 주요 무대가 된 훈련장 등을 제공했지만 돌아온 것은 한자릿수 시청률과 조기종영이라는 오명뿐이었다.
이후 F시는 비슷한 기간에 방송된 SBS E드라마로 무대를 옮겼다.
E 드라마의 시청률이 잘 나오면서 F시의 전략이 이번엔 성공하는 듯 했다. 하지만 비리로 물든 시장과 불신에 찬 시민들의 이야기가 소재로 다뤄지면 F시는 또 한 번 오명을 뒤집어 써야 했다.
이렇듯 지자체의 막대한 투자에도 불구하고 그에 상응하는 효과가 미미하자 전국에 난립한 세트장 건립을 다소 주춤해진 상태다.
이 때문에 요즘 사극은 주로 문경과 단양에서, 시대극은 순천, 합천 등에서 촬영하는 것으로 정리가 되며 억대 세트장 건립은 소강상태를 보이고 있다.
하지만 지자체로부터 어느 정도 제작비를 충당해온 제작사들의 요구는 그칠 줄 모르고 있다.
오는 2010년 2월에 촬영에 들어가 10월부터 방영될 예정인 SBS 드라마 '식객2'는 전라남도와 도내 10여개 시군에 간접상품홍보(PPL) 제작협찬비로 30억원을 요구한 것으로 알려졌다.
이에 대해 전라남도는 "광주시가 영화 '식객2'에 3억을 지원했다고 한다. 매체가 다르다 할지라도 간접홍보비로 영화의 10배를 요구하는 것은 무리"라며 "'식객2'의 메인 세트장이 '식객' 촬영지인 강원도인데다 전남지역은 보조 촬영지여서 30억원을 투자할 가치가 있는지에 대해 의문"이라고 털어놨다.
제작사의 이와 같은 무리한 요구가 이어지는 것은 사업을 추진하는 지자체 간에 정보 교류 없이 주먹구구식으로 사업이 추진되고 있기 때문이다.
십여 편의 영화와 드라마에 제작 지원해 온 충북 단양군 관계자는 "지자체가 무슨 목적으로 투자하는지가 명확해야 제작사에 휘둘리지 않고 지원비를 책정할 수 있다"며 "적정 지원금에 대한 산출 내역이 적당해야 한다. 하지만 방송사 요구대로 해주다 보니 문제가 되는 것"이라고 지적했다.
이어 이 관계자는 "'촬영횟수×촬영인원'을 계산하면 총 비용이 나온다. 그런 것을 먼저 파악하고 사업을 추진하면 제작사의 말만 믿고 헛돈을 쓰는 일은 줄어들 것"이라고 덧붙이기도 했다.
