있습니다. 지난 5월13일 행정안전부에서는 지방공기업법 강화 내용이 담겨있는 입법예고를 완료하고 국회의 통과만을 기다리고 있습니다. 곧 발효되는 신법을 적용하여 조례를 검토하고 관련된 법조문으로 지방개발공사의 설립여부를 검토하는 것이 지방정부의 행정절차에 타당할 것인데 굳이 법 개정을 눈앞에 두고 강행하려는 것은 행정과 법률적 상식에도 맞지 않는 처사입니다. 이런 점들을 감안하고 수도권의 개발수효가 많은 자치단체에서도 신중에 신중을 기하고 확신이 서지 않으면 논의가 부결되거나 유보되는 사례가 많아 우리시의회에서도 9명의 의원들이 “지방개발공사 타당성조사 특별위원회”를 발의 해놓고 있습니다. 이에 해당 상임위원회의 수정안을 잠시 유보하고 특위의 활동결과를 함께 검토하기 위하여 이번 임시의회의 소집을 반대하였던 것입니다. 신법의 공표 시점과 50일간의 시의회특위 활동의 결과보고서가 나오는 시기가 거의 일치하니, 지방개발공사의 설립에 대한 시민들의 여론 수렴도 그 시기에 같이 진행하면 향후 2~3개월 뒤에는 공사 설립에 관한 구체적인 결론을 도출할 수 있으리라 판단됩니다. 이렇게 여수시의회의 검토, 신법의 개정, 여론의 충분한 수렴 등을 통해 최종적인 판단을 하자고 의장단과 집행부에게 제안하였지만 무슨 급한 일이 있는지 마치 “콩 볶아 먹듯이” 현 의장단과 의원발의에 동의한 의원들은 일방적인 강행처리만을 주장하고 있습니다. 이렇게 강행하는 것은 백번을 양보해도 이해할 수 없는 처사입니다. 이에 우리는 임시의회의 소집은 법률상 적법해도 이번 의회에서 지방개발공사의 일방적인 처리를 유보하겠다는 결정이 없는
